House Rules to be Highly Qualified for Math and Science
The House Rules must have been met before the 2007-08 school year except for Math and Science. The No Child Left Behind staff at TEA extended the House Rules for Math and Science because of the 4 by 4 rule that added a fourth Math and Science.
The following are the rules that can qualify a teacher under House Rules for Math or Science:
1. The teacher must have at least one creditable year of teaching experience in the subject to be taught or in a closely related field.
2. The teacher must have a minimum of 24 points (at least 6 of which represent the specific subject to be taught) derived from the following methods:
a. Experience Teaching at the secondary level in the subject to be taught or a closely related field [1 year= 1 point (maximum of 12 points)]
b. College coursework in the subject to be taught or in a closely related field [1 college hour= 1 point)]
c. Professional development in the subject to be taught or in a closely related field that meets the standard for Continuing Professional Education (CPE) credit established by SBEC rules as codified in the Texas Administrative Code, Title 19, Part 7, Chapter 232, Subchapter R. [ 15 CPE clock hours= 1 point]
Whether a teacher meets these requirements is a local school decision. There is no application to TEA or SBEC, if the school district determines the teacher meets the House rules, they do.
