NCLB Highly Qualified Teacher Requirements
for Career and Technical Education
As you know by now we will have five courses agriculture teachers can teach for credit in other areas. We have had a number of questions about certification to teach these courses. No Child Left Behind rules require all teachers to be highly qualified to teach the courses they teach. This can be done in a number of ways.
The simplest way is to be certified in that area. Another way is to qualify under the House Rule, which can be done by teaching a similar course for a number of years or to have 24 hours of credit in that area. All five courses (Advanced Animal Science, Advanced Plant and Soil Science, Mathematics in AFNR, Professional Communications and Floral Design) could be taught by using House Rules. The two courses for science credit will be best suited for the House, but only for those teachers who have taught those courses for a number of years. For the Math, Professional Communications and Floral Design, certification in those areas is required. See the NCLB House Rules below as well as the attachment at the bottom of the page.
